		<description>Officials need to understand that designated parkland is not simply being held in reserve for future development. The route through San Onofre is short-sighted at best.  A tollroad across San Onofre will only encourage more development, with a corresponding increase in traffic. It happened  with the 91 freeway, which used to be two lanes in each direction. As soon as it was &quot;improved,&quot;  developers  bought up the cheap land on either side and built thousands of houses, putting more cars on the 91 and necessitating more &quot;improvement.&quot; People STILL sit mired in traffic on the 91 even with the tollroad and 5 or 6 other lanes. I applaud the Coastal Commission for voting to preserve parkland, and the Army Corps of Engineers, which has complained to the Dept. of Commerce about falsifications of the Corps&#039; position in the TCA&#039;s appeal of the Commision&#039;s ruling.</description>
